I am having a problem buying into the idea that nihilism is only available to the religious. (And it seems to me that an unrealistically inflated view of personal intelligence would increase the likelihood of buying into nihilism, rather than decrease it.)
Is there any chance someone could come up with a better rationale for installing this mod? Maybe some kind of backstory that fits fallout lore?
Well, imho, nihilism cannot be religious - yes, I know, some talk about "religious nihilism" meaning they see this life and it's suffering as meaningless because it's the afterlife that's important, but that is to overlook (or at least water-down) the whole point of why their said maker bothered creating a physical existence for them in the first place! In short "religious nihilism" is a contradiction in terms. Indeed, the term originates not from 18th century thinkers like Jacobi but from the German late middle ages and used to describe a type of heretic who was not only atheist but didn't believe in any alternative either and thus thought existence was meaningless.
So, note if you web search you'll find all sorts of fancifully philiosphical (i.e. pseudo-intellectual claptrap) subcategories of nihilism, but they're all (at least partly) self-contradictory because ultimately, nihilism means you don't believe in existence or anything at all...
..Anyway, the only way a Suicider concept could (maybe) work is if the ocassional Mutie is deemed defective, too damaged or dying, but frankly if they really magically had all those mini nukes they'd just throw one at you or strap it to a hound to hunt you down.
This is late but still, if you played Fallout 1 you'd know that the Super Mutants were supposed to be the master race and had been created by The Master to be the next evolution. Problem is that they are sterile, and thus the plan for them came to an end. FEV is highly uncommon and it's best to ignore Bethesda's horrible writing and butchering of the lore when it comes to it, but the long and short of it is that Super Mutants are looking for FEV anywhere they can because they are dying out as a species. There is literally no reason why they would have suicide bombers when the main goal they have is primarily to keep the super mutant population alive.
The main reason this is ever-present in all my playthroughs is a variety of mods which either temporarily or permanently make some super mutants non-hostile... the beeping sound gets extremely annoying after a few seconds.

Your are right lorewise it doesn't make sense for the mutant to commit suicide themselves. But what about other species? Like slaves or mutant dogs? Capture a raider pump it full of chems with a mini nuke strapped on his back and send it to the fight Or maybe on mutated dogs.
I have a problem with this, I still get the Cross Chained Super mutants with Nuk’s, they are just not called Suicider’s anymore. Have I done something wrong?
Lorewise suiciders shouldn't exist. They are trying to number up and kill every human. It's a regular one-sided struggle, not a freaking jihad. But blowing them up and everyone near them is so much fun I want them around. Still makes no VATS melee runs literal hell.

You can download it here https://www.win-rar.com/start.html?&L=0 and install it. When its installed, find the .rar file you're talking about, right-click it and unpack it. Make sure to pay attention to where you unpack it, so you don't lose the contents. The contents will be the esp file you want. Then you just put the esp in your Fallout data directory. That's how you install mods manually. Although... I would suggest using another program called Mod Organizer 2 to manage your mods. It's much safer. You can download it from here https://www.nexusmods.com/skyrimspecialedition/mods/6194 and install it. Don't worry about it being on a Skyrim page. It works for Fallout 4 as well.
a rifle with legendary "kneecapper" 20% chance crippel effect and suiciders are a joke, of course if you can get one early in game, after lvl50 you don't die even if he explode just in front of you assuming you have at least 200 armor so they are no more a threat
