This will be... let's just leave it at "difficult" since it's right handed and we don't exactly have right handed bolt animations right now. And I'd recommend asking FF7CloudStrife to work on it but it's right handed, it'd have to be changed over to left handed to work properly with the game's animations as well. FF7CS undoubtably has no problem with fixing it probably, it's just a fact that he has to take more time to fix it and then texture it and all.

I recommend just PM'ing Cloudstrife himself now, he's pretty responsive! just message him and tell him you're givin him permission to use the model to work on, with bolt action rifle animations already in the game he'll probably get it done pretty quickly, he's been working on an M45A1 (1911 basically, a really modern looking one) so just PM the guy and hope for the best! so judging by the inactivity from the creator, i am going to go out on a very large limb here and say this mod has DIED, either because the creator got bored or just simply forgot that he was making a weapon for FO4. it has been a year since this was updated, and its still in rendering, not even fully fleshed out. i understand that the mod maker does not have a whole lot of experience, but given the fact that i cant even find the weapon in-game (which i doubt its supposed to be at this point in time) that it has not reached its fully complete stage yet.
Well this is a "RESOURCE" meaning it's not a mod but a material file for ppl who make mods, meaning someone who make weapon mods for example would have to take this files and use them to make a weapon mod out of it, doubt the creator ever intended to make it a weapon mod himself only a resource file for other ppl to use in their mods.

I'd redo the rifle and greatly lower the geometry count. You could get away with almost half of all the edges and stuff you've used. Also try to texture it some to give the modders less work to do. Other than that great job so far
Haha. Almost 27k poly count! I think the Diablo 3 heroes were all less than 5k all kitted up. Trim it down, son! Looks cool though. I want that as my sniper rifle.
