If you ever run into problems, please try to include as many details as possible.
Make sure your Fallout 4 is up to date, all the usual suspects are verified - i.e. you have appropriate address library, F4SE version, Robco versions etc etc.
Make sure you have actually downloaded the required mods for any of my .esp files you are using in your load order. (Duh.) Note that if you are using the original .esp file instead of my replacer, there is a chance that the Robco patcher won't recognize it if it doesn't have an .esl flag.
My .esp files do not contain ANY assets (models and textures), obviously I can't just re-upload people's entire mod to my page. You need to download the original files or my mod does nothing.
If you are 100% sure you have done everything correctly, then the most likely issue is either a naked NPC or an NPC with an invisible body. If this happens, you can help me by opening the console, selecting the bugged NPC, and typing "showinventory" and posting a screenshot. There are a LOT of edits so I might have made a mistake, even though I have done a lot of testing.
Does this mod distribute every clothes to every NPC in commonwealth? Or did you distribute each clothes to specific groups?(like dirty worn clothes to raiders only...)
Basically yes. I try to make it as appropriate as possible.
Dirty, torn, shaggy-looking stuff, or otherwise combat-oriented stuff (maybe it has spikes or skulls or something) generally go to raiders.
More tactical-ish stuff goes to gunners, more ad-hoc combat stuff goes to Minutemen, and average clothing tends to go to settlers. There are a few thrown in for the Triggermen as well, but that's rare.
I tried to make everything as seamless and lore-friendly as possible, so nothing ridiculous or jarring will make your eyes bleed.
I'm not sure about this as I don't know much about modding... but I think there's no robco ini file for waxwing outfit mod. I can find other clothes in the game but I can't find this one in game and your robco ini files...
First of all, thank you very much, it's a great mod, I loved it. There's one missing item, let me tell you, EFM_RaiderArmor. Also, there are 2 missing mods in the requirements section, VtawHalfLifeAlyx and VtawOveralls.
I've added the Overalls as a requirement, it's here on the Nexus. I've removed Echoes from the Midwest raider armor, it's redundant as it already has its own integration into the raider lists.
As for Half Life Alyx, you'll have to find it yourself on the internet somewhere. It's from LL, and the only link I have since found gives me an "infinite loading screen" in their comments section... I've had that in my load order for years at this point and I don't even remember where I first found it.

But the more of those mods you have installed, the more work my config files will be able to do, and the more variety will show up in your game.

Again thanks for the info.
