Overview: Turns a formerly unnamed location between Greygarden and Walden Pond into a potential settlement. So far it has worked for me, but please let me know if you run into any issues!
Numerous items are scrappable, with precombines and previs fixed. A number of the trash and paper bits have been linked to nearby boxes, so you shouldn't need to scrap a bunch of tiny items. To activate the workbench, just walk up to it. I "mushroomed" the build area, so there are places where you can build on the overpasses that you cannot build under it - basically, the upper build area extends a bit past the settlement borders.
Known problems/concerns: - Many items require some sort of scrapping mod. The only one I use is Place Everywhere with extra object selection. Even then, it doesn't scrap as many bushes as I like, despite them not being baked into the precombines.
