Personally, I have no problem with NAPP and the Paste. (Coke Day needs to be mocked vigorously!) I just think we need more pink overaggressive critters that also ate the paste.
It's small, I'll give you that, but it's a tiny bit tossed in to see what the modders would do with AFAIK. (Heck, VotW has one of the snack bars use the paste trays for something else and an expansion of the Institute dishes up an improved version of the NAPP program)
Mostly, though, it's a mockery of Coke Day, like I said. Coke Day is quite accurate, a day of infamy involving Greenbriar High School seeking prize money from the Coca-Cola corporation by not only name-dropping Coke into various bits of the curriculum and going exclusive but outright suspending one disgusted student who showed up wearing a Pepsi deliveryman uniform.
It also tied into the slice-of-life depiction of desperate steps taken by educators to keep the schools running in the hyper-inflated final days before the War, like the other principal trying to keep his job (and pad his retirement nest egg) by having Rusty Burton and the other chem pushers at the school near Milton General concentrate on pushing Mentats so test scores would go up.
