DISTR files 1.1 should fix mod manager installs, removing the manual install requirements. Currently experimenting with adding conditions to the perks that would cause them to only function if the actor is hostile, and if I can get it working, that will be in the 1.1 update for the plugin.
They sure do. The perk is distrubuted to every single NPC in your game, regardless their source. If it's an NPC record, it gets the appropriate leveled perk. This is why I specifically chose the all NPCs route, as refining it from everyone would mean that a patch would be needed for some enemies added by mods. This way, it's just the plugin and a DISTR file of you choice, and you are playing in bullet sponge heaven!
You need RobCo Patcher to make it work. If you're in NG, perhaps the problem is in the RobCo Patcher itself, since it is still in alpha for that version.
I hope so. As the player, we already have so many advantages in our high stats, many perks, and finely tuned equipment. I'm not generally a huge fan of RPGs with faster times to kill, so I made this to make enemies tankier and prolong combat.
