Great finding. The LL flags are mostly not needed, you will see alot of discrepancy when comparing certain equal LL builds. Some have "Calculate from all levels <=" some not ... The majority of LL in the base are very messy. And many LL arent used at all. It almost looks like another proof of "hey fellas its all oger now, we have to cast fallout over fallout, production abort initiated"
Yeah, there are a lot of redundant leveled lists, too. The two in this very mod would be identical if not for the missing armor/outfit entry. All trappers could have used one of them, but nope, got to have one for regular trappers and one for trapper bosses. Stuff like this makes me think the people actually in the trenches creating content had bigger plans, but the higher ups didn't give them enough time to finish. I suspect that's why there's cut content that is complete and fully functional but simply lacks world space placement.
Yeah. Take a closer look at DLC03_LL_Armor_Trapper_Woods_Underwear [LVLI:0305430F] you will see three slots out of five used for Raider/Trapper Leathers. If you compare it with DLC03_LL_Armor_Trapper_Coast_Underwear [LVLI:0305430C] you see [03048856] <Error: Could not be resolved> for the third slot and two slots used for Raider and Trapper leather. So i assume the last slot was expected to be used for Raider/Trapper Leathers just like in 0305430F.
If you think about Coast and Woods, you might ask yourself in this case, WTF why did they did that if both is totally equal anyway ... oh which you said already:

This is true for many more LL in the vanilla game. Funny isnt it .D
Here: LL_Armor_Raider_Underwear [LVLI:0008212C] if you compare it with both the Wood and Coast Raiders the missing armor/clothing piece is: Armor_Raider_Underarmor "Road Leathers" [ARMO:000AF0E2]
I haven't yet updated from v2.1.5 since the current version requires the NG cc stuff. Does v2.1.7 add the calculation flag, too?
Edit: I checked against UFO4P v2.1.7. It deletes the broken leveled list entry in the DLC03_LL_Armor_Trapper_Coast_Underwear list rather than replace it with a second "Trapper Leathers" (as is done in the DLC03_LL_Armor_Trapper_Woods_Underwear list). It doesn't add the calculation flag to either leveled list (which may not be strictly necessary, but since every other underarmor level list I checked includes it, I added it here). And it doesn't remove the "Raider Leathers" from the lists. This last one is a subjective "fix," of course, but as noted in the description, "Raider Leathers" and "Trapper Leathers" are identical, making the former unnecessary.
