Quick, simple, to the point:
You need RobCo Patcher installed to get the mod to run right, but technically you can just use the console to get the perk on the player character if you 100% just absolutely can't use F4SE for whatever reason. The perk needed for this mod to work is "vTZv_PowerArmorBuffPerk" if you want to do it the difficult and stubborn way. Just use RobCo, do yourself a favor.

RobCo adds a perk to all NPCs that is only active while wearing PA. This perk does a few things, they are:

Set battery drain to 10%, VERY noticeable. If you are in PA, your battery will degrade very slowly. This doesn't change the actual health of the battery so things like Gatling Lasers will be unchanged.

Adds +500lbs to the character when in PA. That's it. Just adds a lot more carryweight. You are operating a light mech, or an infantry vehicle powered by fusion, come on now, Shelly.

10x bashing damage and 3x melee damage. 3x heavy melee damage. Again, PA is a tool of war, but a tool nonetheless, it enhances your strength and durability. Tell me why it doesn't change your melee damage. Pairs well with BLD or something similar. 

0.25x multiplier on power attack AP drain. Only uses 1/4th of the normal cost. Again, the battery plus the pneumatics and any other systems in play internally just doesn't make sense that it'd drain so much stamina from someone just swinging a weapon.

0.2x multiplier on sprint AP drain. Same reasoning as above.

Stabilizes scopes. Doesn't affect weapon spread though. Scoped weapons should feel much better to use so long as you are in that armor.

+1 Charisma and +2 Endurance while in a suit of power armor. You will have less strain on your own endurance while the suit does a lot, if not most of the work. You are definitely an impressive sight for sore eyes while wearing PA, you would realistically be intimidating or lean more towards people not wanting to fuck with you in a suit of PA. 

+50 Fire, Poison, and Electricity resist while in PA. You are encased in a resistant suit that is airtight and can resist radiation, why would you not be resistant to these? Did not add Cryo or do any other resistances or DR since those are out of the scope of this mod. These were only added since they make sense and are not oppressive. Most things do Energy damage rather than Fire/Shock/Cryo etc so this change is minimal as is. When using my core mod there are many changes to elemental weapons where this change will actually be really noticeable, but otherwise this won't make much difference.

EDIT: Beware of said core mod. I am just now returning to the Fallout 4 mod scene and that mod was released in the middle of 2024, it is currently march of 2025. I need to redo the core mod. I am unsure if it is even working, let alone working as intended. You do not NEED the other mod for this one to function.

120% or 1.2x speed multiplier while in PA. Someone mentioned this and I had already been thinking about it so I decided to look into it lore wise. In the Fallout lore, yes, PA DOES indeed make you much more agile and reactive. You lose dexterity and manipulation of course, but you gain much faster reflexes and are stronger by almost 2x, so this is a justified change. You move 20% faster in PA.

133% or 1.33x jump height multiplier in PA. Same thing as above. I looked into it and PA uses hydraulic pressure releases for boosts in agility when hitting breaking points. You can indeed jump in PA, but I was curious if you could like.... jump... or like JUMP. You can indeed JUMP. You jump 33% higher in PA.

0.666666 Aim Cone while in PA. You are 33% more accurate with firearms while in PA
 due to the lack of recoil and drift while aiming. Big metal man much strong.

That is all for now, remember, this mod affects all NPCs operating PA so playing fisticuffs with another metal man can take QUITE a lot less time if you aren't armored and vise versa. Recommend using Bastion for much more tanky PA and one of my other mods, vTZv Core for even further resistances and PA changes.

THIS MOD DOES NOT MAKE THE ARMOR TANKIER OR TOUGHER IN ANY WAY. Only changes them utility wise. This is intentional as there are plenty of great mods that do it better than I would have anyways. Use my core mod and Bastion that I linked up above. You can play fisticuffs with other power armor users for days with them. Quite intense.

This mod may be updated in the future if I think of other stuff to add.

Combat Update, 3/15/25:

Each PA Piece above 0% health, essentially if you have a pair of arms, legs, a torso and a helmet, you will get 90% damage reduction (DR) which is specific to this mod and will stack with other things.

Each piece gives 15 DR, so 15x6. When a piece breaks, you will become more vulnerable to damage. Again, this is very synergistic with Bastion, which I do heavily recommend using alongside this mod.

If all pieces are intact, and if you have Bastion, or even if not, you are heavily resistant to damage.

PA operators also take 25% less damage from explosives and any weapons below 30 damage deal 10% less damage as well. Weapons above 30 damage but less than 60 damage deal 1.5 damage. Greater than 61 damage deals 2x damage. This is based on vanilla or vanilla-esque damages. You will feel it when you play with mods that increase damage or toy with defenses. You are not god.

This is all focused on sweet spot balancing. Rifles and heavy duty shots will be the most effective.

Melee damage and resistances to ailments are buffed a bit. Minor things like that, besides the DR changes, this update is mostly just a buff and a patch.

Paired with 
my damage overhaul mod, or anything similar will definitely enhance the gameplay and balance things out a bit.
