I found my answer after a lot of searching, it's caused by the Simple FOV Slider Mod, for some reason the mod is causing the problem, it's a shame, I really wanted to modify my FOV.
Yes that's cool, but with so many similar mods out there (and mostly for getting the game to run smoothly at all on mid or low end rigs), and with no hint at all that this particular mod is only for higher-end and 100+fps gaming until folks browsing this mod category click on your mod to read the blurb, it might be an idea to change the title to something more explanatory like "Performance ini for smoother 100+fps gaming".

To edit FOV open your Fallout4.INI and find this lines
