The NPCs are there but they're voiceless. No option to untie them and they also stand up and move around before going back to kneeling down on their bound position. Fiddling with the load order didn't do anything.
Having the same issue as others, no dialogue, only subtitles when talking to them. I have combat zone restored restored, not sure if that would cause issues
Well there is very little information, I have put the two required mods and it doesn't work for me, when I arrive it doesn't give me the option to unleash them.
I also have this issue, and have the mod at the literal bottom of the load order. The only other mod I have regarding the Combat Zone is Combat Zone Restored - Restored, but that mod doesn't touch those NPCs at all what I can see in FO4Edit.
I've had the same issue. Tried talking to them before killing all the raiders and after nothing comes up to unbind them and recruit them only workaround was to use the recruitment ring.

Also there is a very unique npc that can be found on Kendall Parking if I remember correctly known as the "Mole Rat Lady" that have a pet mole rat that has been attached to a landmine on its back, maybe a recruitable version of the mole rat lady and her pet to be recruitable if that's okay with you
Still looking for that recruitable molerat lady, huh? I had a recruitable version of her made and ready to go, but discovered she has a voice type conflict that prevented my mod from working the way I wanted it to work, so the idea went back on the shelf.
Does this get around the fact they are set to disable/despawn once they leave the cell? There's another RL_Framework based mod "Recruitable NPCs" that allows recruitment of these two, but they disable after a while because of the above fact.
it would be cool if there was a story attached to this, like if you get in and have a little chat with these ppl and they feel disgruntled against their fellow raiders and want pay back and say they will join you while you take the other raiders down, maybe they die during battle or maybe they don't, but after the fight is over they go their separate ways, or maybe at that point they talk about leaving behind their raider days and want to become better ppl and you can offer them to work at one of your settlements.
