These are instructions to remove shadows properly without removing sun or night and without those shadows near around you

GET RID OF SHADOWS
Under section [Display] of Fallout 4 Prefs in My Games Folder
bSinglePassDirShadow = 0
fBlendSplitDirShadow= 1000000000
fDirShadowDistance = 0
fShadowDistance = 0
iDirShadowSplits = 3
iMaxFocusShadows = 0
iMaxFocusShadowsDialogue = 0
I used these settings for years but i learned that a lot of people are struggling with shadows, these values remove any shadow.
Disabling shadows only, disabled also the sun...but with these values not, you can see the sun shining and illuminating everything and those nights are dark as usual.
I mean, shadows are enabled but don't appear, the performance for low end pc will be really better in cities.
Lights that cast shadows are unaffected.

Added an esp and an ini file, i don't know if the esp is essential, but dragging the ini file into your data folder should apply the modification automatically.
If not try to drag the ini into fallout4 folder located in My Games folder.
