When you import any blueprint, the blueprint stash next to the TransferSettlement Terminal lets you know all the information such as mods required and number of pieces. In this case, no mods are required. This author mainly uses only vanilla assets and if you do come across something that isn't in the build menu, that is because the Form ID was painstakingly searched through the Creation Kit or some other method. Anyone can build a fancy blueprint using all kinds of mods but it takes a special talented individual to make a work of art with limited resources.
I wouldn't be complaining about the import time either, as this is an indication that a lot of work was put into it. Some of us have blueprints that have over 51 thousand elements.

My compliments. You have put a lot of effort into this one just in the neon signs alone. I'm counting all the dashes that you used to make the McDonald's logo and I'm in pain just imagining how much effort went into making it. The settlement is very detailed and immersive. I had fun exploring it.
One thing I noticed myself is that when exporting wired logic gates, TransferSettlements has problems with recreating the exact original wiring when importing. I noticed that you might have encountered the same issue with your logic gates in the projector room. Do you have a screenshot of how the logic gates are supposed to be wired because the wiring seems odd when I imported it as well as the fact that there is no power to the terminal, the switch, the powered speaker or the counter.
I think you are having some issues with the precombined meshes. When approaching the settlement from the road going east, I can move the whole part of the settlement that is seen around with my mouse.
