More information please. What can't you activate? Textures or plugin? What mod manager are you using? This shouldn't happen if you install it properly.
ZP's Vanilla Landscape Rubble Plugin requires the Far Harbor DLC and the Nuka World DLC. If you don't have these DLCs, the game will crash.

Yep, it's going slowly, but I won't stop. While creating new textures, I found that they darken the interior. It's not visible everywhere, but in some places it's extremely visible.

Rusty Subway Textures will no longer be needed. The new ones are better (more gritty, dirtier), at least in my opinion, and contain more reworked textures. Vaults are done, house interiors, subways, utility interiors, sewers, etc., Prydwen. I still have to redo the Institute, submarines and USS Constitution.

Well, at least I want to try and I think I'll succeed, because I've changed 1 texture so far (I didn't have more time) and the vault looked exactly like FO3 in some places. Maybe I'll remake the sounds too, I don't know yet. But now I won't have as much time as before.
In general, the metal should be raw and dark, like you say. But also dont forget to add some rust and moss. There is one very interesting moss decal (texture) in the game, search for Decal_moss6b.
Also, use the Prydwen interior for metal, job done :)
Decal_moss6b - can you send me the exact location - path? For a life of me I can't find this particular decal.
Rust and moss - good news. Vault 81 uses different textures than other Vaults, so it will be OK.
The problem - since there's almost only 1 texture everywhere, I need to make it so that the repetition isn't too noticeable. I'm afraid the walls won't be as rusty and mossy as I imagined.

This image uses the Prydwen textures, it looks far better compared to the Lego Vaults in FO4.
