They tried to fix a terrible plot hole, namely, people can't stay in vaults for that long! I'll try to be brief either you bring sunlight into the vault or you extract vitamin D from the livers of fish. Vitamin D deficiency is a sneaky disease that causes numerous problems even for those who simply spend a lot of time indoors. Already with these living conditions many people suffer from vitamin D deficiency. As a result, living underground without interacting with the surface is impossible. There was no reference in the game in any form to some sort of supplement making the healing substances unlikely.
