This doesn't seem to work. I installed it with the recommended volume through MO2 and Sanctuary still sounds like I'm in the middle of a factory, even when inside a house far from anything built.
So, in theory, I could actually place sounds I do want to hear more into the various subfolders your mods creates/merges and I would hear those? I downloaded a ton of New Vegas .wav files for ambient nature noises, and though I am told by several people that just plopping them into the AMB folder will work, they in fact have never played even once. I think that requires a mod that says to look there, or something.
I doubt that adding variations/additionnal sounds may work by just plopping them. Even those with variations ( finishing with numbers ). You propably should edit some vars of FO4, so yes, an esp would be recommanded.
That said, I'm affraid I'm not the best one to ask for it .... I didn't look further than replacing existing sounds.

only one sound making me crazy in the interior it sounds like buzz ( "mmmmmmmm" ) i had to turn off effect sound volume for saving my ears when i explore some high-tech building... any idea how do i disable it?
*nods as sign of agreement* As me before I started this mod. I have spoted a few hums and rumble from FO4 sounds.ba2, not shure which one it is, but i'll check it during my progression in the game. I'm still working on it.
So uh, for manual installation, where do the files go? The readme says to drop them in the Data folder, but those instructions aren't consistent with the folder structure of the .rar file
completely "removed", I replaced them with silence tracks. This version concern only de default hum you could hear in any building. I didn't remove any other (specific) hum sound, like caves whoosh or industrial hum or rumble (for now).
Edited sounds: "spot generic rumbe" (A, B & C) from fx/amb/interiors/generic/
An option to remove the banging and creaking in the streets of the city would be appreciated. In fact, if possible, making them only play once or very rarely would be perfect imho. Thank you!
Already done by sonykay take a look at : *Annoying Metal Creak Sound Remove* actually its a remover (as my mod), but I'll discussing for a "reduced" flavour with him
