They can be but, you'd need to either attach them to the meshes yourself in the CK or FO4Edit and create a BGSM file for them (not that difficult), or rename them to what the CK calls them and place them in the right directories (textures/interiors/building for most concrete internals). I really don't recommend either because the CK has a crazy amount of meshes and textures for it uses and some of them will look extremely odd due to how the meshes are built sometimes.
As deshebist39 says, it's modder's resource to be used for their creations, and on it's own does nothing as there's no ESP/L.
