Ah, that's a shame. I'm getting 60 fps there, which is what I have them capped at. I'm generally pretty moderate on my builds, compared to some with over 1,000 items. But yeah, I imagine the downtown area can be troublesome for some.
for my machine this location without doing anything to the location, i get roughly 40fps tops and when i start to add things, it ends up being something like 20 30 fps, it's not doable for me, and i have a lot of performance mods and still can't get that high in this location, however other locations outside of the city i do much better, hanging from 70 to 90 depending on the location and what's around it and how many things i build in the location.
the worst settlement locations are this hangman's alley, bunker hill, Jamaica plane, all other settlement locations in the base game work great, although it's really too bad timpani's bluff is such a small location, it makes you wonder why bethesda made that location so small when it was in a perfect location for a larger settlement.

this location always runs super low on my fps, it's super sad.
although this kind of gave me an idea about burying my settlement build in this location, forget building on top of it, nah, underground is better.
