Yes, the reason the carry-handle is "removable" is because there's a rail system, lol. The carry-handle on this mod is a "fixed" carry-handle found on older M16 variants like the M16, M16A1, M16A2, and various other lightweight variants like the CAR-15/XM177 and so on. There's no rail holding it on. Only way to remove the carry handle would be to get rid of the entire upper receiver.

sadly though the Mk18 addons don't include it there is something similar for the normal Mk18 reciever but that attaches to the picatinny rail which is even less accurate

Only the A4 have removable carry handle.
To answer, this is a mod to replace the vanilla assault rifle with this gun mod in question. Look under Requirements for the gun.
