I'm on windows 10 and had the same issue. I tried your fix but it didn't work. I have other texture mods but none for the power armor, so that shouldn't be an issue, right? So do you have any other ideas, I'm dying to use this mod?
I haven't actually had a chance to use this mod yet, as I don't have a set of T-60 Power Armor in my new playthrough. I went ahead and spawned in a set though, and lo and behold, I had the same pink texture issue (I'm also running Windows 10, for reference)! Luckily, it's a pretty easy fix.
1. Navigate to the Textures folder in your Data folder. 2. Create a new folder called Actors. 3. Create a new folder in the Actors folder called PowerArmor [no space!] 4. Place the texture files (T60ArmMilkL_d.dds, T60ArmMilkR_d.dds, T60BodyMilk_d.dds, T60HelmetMilk_d.dds, T60LegMilk_d.dds) in your newly-created PowerArmor folder. 5. ??? 6. Milk.
This is what worked for me and I don't see why it wouldn't work for anyone else. Happy milking, everyone!

If you're on Windows 8.1, look here:
C: \ Users \ (Your Name) \ Documents \ My Games \ Fallout4
and select the file "Fallout.ini"
In it, go to the [Archive] tab, and find the line:
sResourceDataDirsFinal=STRINGS\
Change it to read:
sResourceDataDirsFinal=STRINGS\,TEXTURES\, MATERIALS\
That should solve your issue.
ALSO, remember to use the "Right Arm" paint for the right arm, else you won't have the "Got Milk?" decal on your right pauldron.
I have no idea how 10 works.
Did you modify the Fallout.ini in steam's common directory, or in it's documents directory?
The ini you need to modify is in the documents directory.
1. Navigate to the Textures folder in your Data folder.
2. Create a new folder called Actors.
