Disables "Enclave Paint" as a player constructable skin.

With the Remnants plugin that came with the Next-Gen update came the Enclave skin pack. I personally dislike the paint and it annoyed me that it made all my workbench menus have this one low quality paint option. So this mod simply disables Enclave paint as a recipe at the various relevant workbenches.
I should still appear on Enclave remnants as normal, but the player won't be able to construct it.
