Simply go into creation kit load up the Fallout 4 master by itself then type sedan07 & user reference GreaterMassBloodClinicExt, directly above the broken down house behind/beside the car is floating some type hemi warm light & there are 2 of them in the sky right above, once removed the FPS is totally fixed.
