This does it automatically, even on survival mode.
But only on leaving the original tutorial vault111*.
So therefore, this is a new game only mod.
Only works on a New Game.
So if you have already left the vault and entered the wasteland*, you must be able to access the console, and you'd have to type ''set timescale to 1.0", to get the same effect.
(*"timescale" is set to 0 until you leave that area initially in the vanilla game. It is then set to 20 in the vanilla experience.)
Questions:

Answer: Artillery from the minuteman has been proven to be buggy. The shells take longer than designed to arrive, or something. Set timescale to 5+ to remedy, or,
There's actually a game setting you can change that relates to how long the artillery pauses between shots... it's set to 1 hour ingame i think by default.
If that was changed to something else, it might fix this one issue with artillery taking ages to shoot.
Someone willing to test that out? It's "set 00063B60 to 0.016" or some smaller number than 1.0, either in console or a bat.
00063B60 is ''MinArtilleryResetTimeHours". If I can confirm that fixes the artillery, perhaps I could add that to this script/mod.
Weather may have issues, although many of these only take a fast travel or reload to remedy and would possibly only manifest if you played the game for perhaps a long period such as 4 or 6+ hours at a time without dying or reloading, or saving and quitting.
I didn't notice any issue and experienced immersive and wonderful transistions to rain and rad fog and many other weather states whilst i merrily built away at settlements often for longer than I should.
Clouds seem to travel and change and move realistically and I didn't notice any issues.
There is various settings easily changed in relation to weather, in global and gamesettings, too, which would probably remedy any issues, if there even is any.

Answer: This works on survival mode, and you don't need to load any plugin, or update to the latest shcript extender etc. Some of us cannot be tempted by the power of the console, etc. Why does anything exist? Ridiculous haha. Someone might just want to build base, and spend hours doing it.

Answer: It shouldn't. Upon looking into the games files, with all DLC and ALL major (minus some skins etc) official creation club content analysed, I didn't see a Single script changing the timescale, beyond this initial one which is loaded upon initially leaving the vault.
Saving, loading a game, the timescale is preserved at 1.
