If you still want steam to run on startup with all the crap turned off in the bat file just place a shortcut to the bat file in the startup folder in windows. That way you don't need to start Steam manually every time/ If you let MO2 start Steam it will skip the changes in the bat file.
To the mod author: your suggestions work great! Use both the bat file, and mem reduct. I can not describe the bit of happiness when that little app takes my potato from 35% mem usage down to 14%. My heavily modded game works much smoother and crashes noticeably less. Very gratifying!

If you installed steam in a directory that contains spaces like "Program Files" then you may need to put double quotes around the full path.
As always it's best to install Steam outside any of the default Windows folders and on a different drive than C:\. Putting it somewhere like X:\Steam is always better. The full path would then be X:\Steam\steam.exe
this is the first time i have seen someone make that kind of direction, i always thought it was best to keep the steam program in the main folder, but if it's in another folder that might help with priority issues too.
my guess is so they can keep steam online at all costs even when steam is technically offline, geeze dude's, i get sick of steam sometimes, i keep thinking of moving to GOG because of random nonsense such as this with steam just keeps happening.
A general question I need help with, bit I have as yet found an answer. Steam support could not figure it out nor can anyone else. After years of using steam (12+/-) it one day just decided not to open at all. I even had a friend who works for a IT company take a look and could not figure it out. Has anyone heard of something like this? I have done the usual things at least (3) times as have others. Nothing. I would be so very grateful if anyone can help at all! Thanks in advance!!!

Try to open Steam.exe as administrator. Try to Reinstall steam, but before installing it back, clear any file related to steam. File from Appdata, and anywhere else. Try using the mobile apps of steam to log out your steam from every machine.(I have no Idea how I did it but if you see the option in the apps from playstore then try and use it.)
This are just some of the thing I did before I got steam up and running again.. You can probably find more info somewhere else that is more helpful though, this are just my suggestion.
i had a very similar issue, i no longer have that issue, but i don't remember what i did to fix it, i think it just fixed itself somehow, i'm not a expert in anything involving computer tech, but man i was soo pissed off when that happened, i ended up reinstalling steam again, it was such a pain in the ass.
i even had the same stupid chat with steam, i guess they are liars when they say nobody else had that issue, because it happened to me you and this other dude in the comments, none of that has to do with this dude's tweak, but it might help fix the issue for all you know to use his tweak.
I don't see any improvement other then.... 1). I got some FPS in my game. 2). Steam doesn't hog some of the RAM??? Proccessor??? (something of that nature) most of the time now. 3). The Steam interface is grrreat now, because I like the mini window better.(I don't really care for the store, I just wanna play the game I have bought prior.)
all and all nothing really impressive other then this is a LIFE f*#@ing CHANGES tutorial!!! AHHHHmpressive work.

Edit: Welp Worked once then Client Webhelper striked again + after looking at bat commands I realized they ware the same wtf =(This one worked for me!
