Recruit Parker Quinn As A Level 4 General Vendor Settler (Requires RL_Recruit_Framework)

In the vanilla game Parker Quinn can be recruited as a settler if you do certain things (even though he isnt suppose to be a settler) Confusing?? Anyway, with this mod you can now simply walk up the Parker Quinn, be nice and buy his charge card then simply click the recruit dialogue option to have him as a settler.
In the files i noticed Parker Quinn is actually a level 4 Bar vendor (This was a mistake by Bethesda as they copied it from Ron Staples for some reason). In this mod i have removed the level 4 Bar Vendor and given him the ability to be a Level 4 General vendor when assigned to a Trading Emporium.

Notes: If you want to recruit him, buy his charge card and play nice, dont kill him obviously.
