The original mod lacks body flags for the items. This makes the character in the pip-boy appear to have no armor on and shows 0 protection on arms, torso, legs. I think it just visual but adding the flags is the correct approach. Each part is flagged as U (under armor). So you can still layer armor over the item if you want.
