Balance patch for Remote Explosives to work with Lunar Fallout Overhaul.

Remote Nuke now requires Demolition Expert 5.
Pulse Charge now requires Demolition Expert 3 and Science 2.
C4 now requires Demolition Expert 3.
IED now requires Demolition Expert 2. Explosion now has 8 shrapnel projectiles.
Damage is approximately 3 times higher to balance out the increased difficulty of using these explosives (Except Remote Nuke which still uses fatman explosion). Explosions have a much wider radius than mines or grenades.
Crafting is more expensive and the script injector will place remote explosives in fewer shops and later in the game.
