For both of you, are you running a 3gb or 6gb card? I was running a GTX 1060 OC 6gb, and I didn't really have any problems once I dropped the shadow quality to high and the shadow distance to medium, as well as disabling ambient occlusion while using something similar to this fix.

This doesn't work. Followed all instructions. On an AMD R9 390, and i5 4690k.

edit: more info—do Godrays have to be at "highest setting" to work? ALso, I'm using Mod Organizer, and running Fallout4 Configuration Tool through it.

sorry for the late reply sir ..
i running fallout at 1920x1080 with high setting (on my HD series) all option on, but i set my shadow quality and shadow distance to MEDIUM also turning off my anti aliasing.
I can't confirm for R9 390 series, but the others can confirm this methode works smoothly on Radeon HD series and NVIDIA GTX 3 digit series and also R9 270x.

note: if you running (or after using) FO4 Configuration Tool, i suggest you to do my methode manually/edit outside the FO4 CT) don't forget to backup first
hope it help, but i do hope you already find a solution for this issue ..

(i upgraded my HD series to RX480 with latest Crimson driver on Ultra setting and works smoothly without editing the .ini file) so from what i experienced this has something to do with the graphic hardware itself.

Hello, sorry for my English, I have a rx 480 with the latest drivers and I still have the same problem, do you know if the mods have anything to do with it?
