This is a vey vanilla mod. It installs by Vortex. There are no requirements other than the base game. The water pump is found in the water section of the Workspace. The Top Hat is found with a note in the tool box as shown in the root cellar behind the house in Sanctuary near the end of the Sanctuary Road. If you don't know where the root cellar is, just look for an entrance behind the houses in Sanctuary. It is the only root cellar in town.
