It means the template doesn't build anything that would require player perks. You can build whatever you want. This ensures that the template isn't cheating for you and building stuff that you normally would not have access to.
Great layout. Installed with no problem. I like the smaller settlement plans and I don't like long requirement lists. I look forward to any further settlements you do! Endorsed.
Was hoping to find more WSFW layouts available for download so will be looking forward to your future releases. One ask, however, please consider naming them Jump Start - Red Rocket so that they are all grouped together in Vortex. Not a huge deal, but helpful.
Also, I like your philosophy about keeping the build to what would be available via scrapping, but that doesn't say what the settlement, once built will support. Were you able to make 2 beds or 12? Does it have enough food generation for 1 settler or 10? I'd recommend some details in the description like:
8 beds
6 food (once settler assigned)
15 water
This will help indicate how much of a jump start it is and how much more building we'll need to do for a full settlement.
Thanks for the advice! Yeah I was thinking about listing the statistics yesterday as well. I wasn't for sure if anyone cared. I will make those changes when I get some time. It's nice to see an actual legend is still active on here taking the time to comment on little settlement mods btw :)

I stepped away from the game for about 7 years due to a number of reasons (some toxicity, stress, too much time spent modding) and only recently returned to playing after being inspired by the TV show. My goal was to play more and do less settlement stuff, so I've purposely avoided things like the Homemaker mod I used before. I tried out SS2 for a while, and while I did like the mechanics, it was just too heavy. I had a lot of bugs because the scripts couldn't keep up. Things like the SS2 HUD interface wouldn't display unless I hung out in a settlement for like 5 min to give the scripts time to process. Anyway, when I discovered that WSFW would let you import a layout without SS2, I was excited to just use that... then disappointed to find that there weren't many layouts available on Nexus. Most I found either required SS2 or were Transfer Settlements layouts.
