Fixes an engine bug that can cause vendors' item list to be empty.
Also patches the vanilla code to ensure all vendor NPCs have up-to-date and valid vendor data (which is probably the most useful for settlers whose vendor data should always reflect their given assignments).
Compatibility:
Should be compatible with anything.
Both the non Next-Gen and Next-Gen plugin versions are game version independent.
