What this should do: NPC will wear mostly unplayable Power Armors (X-01). All Clothes, Food, Weapons and the mods should be aligned with Horizon. Also patches NPCs, but they are a bit strong. Only the PA (X-01) from the Oilrig should be usable/ obtainable.
# Note: Remove CC-Content yourself, its mostly in "Quests" and "Notes" and others can mostly be spotted due to the "CCxyz" their IDs start with.
v 1.8: Removed PA injections, only basegame X01 should be used by the Enclave. You dont have to use Weapon Injections for CC guns, even if you use that content. Will further need Teslagun and Prototype Gauss, because i use them. Should be easy to remove. Will go and check the "hardness" of enclave npcs next.
2.0 Powered Armored Enclave should now be softer. Still hard (i hope). Changed one Power Armor Set, hopefully now the right one for the player to get one.
2.3 removed any additional needed mods for the patch, added an optional patch for the creation club remnants which requires AR2 instead.
2.4 reversed edits to stun baton (thanks, ghostskyline)
2.5 just a small naming edit
2.6 bug solving solution as given by GhostSkyline. Thanks; feedback if its working now be welcome!

If you also use https://www.nexusmods.com/fallout4/mods/68272?tab=description, you just need the tags. Remember, Robco is not working on NG yet, so it will only be BoS changing things. I think, thats pretty sufficient. Use only tags then and instal the ESL-ified Framework with Base Object swapper also. You can delete or otherwise make the RobCo.ini unusable (i just put the whole F4SE folder in Ketaros world into an "unused" folder - as of yet). Noteworthy that this using base object swapper resolves conflicts :)
CC_Grenade_Horizon 1.9-Patch:
Reworked to work a bit better. Adjusted some materials for crafting. Added a Scrap-Recipe to most ammo, injects ammo to a few vendor lists (Diamond City, Goodneighbor, Railroad), made ammo constructable.
Injected Weapons to some LLists: Chinese Grenadelauncher may be found on Railroad-Heavy. Pipe Grenadelauncher may be found on Supermutant-Missile. Both may be found on Raider-Missile (this one is manually done). Nail Pistol may be found on Raider-RarePistols. SawLauncher may be found on Raider-RareRifles. Be careful, they do hurt alot... (well, the grenade-launchers).
If you use the Ammo Menu/ Horizon Ammo and want to change it back, youll have to attach the standard receiver to the grenade launchers once
#Note: Possibly Supermutants are not able to use that launcher (?) - feedback welcome
- i still hope for a pro-patch for that cc-content, but this at least does not feel so awkward and makes it possible to get some use out of the stuff -

Locked and Expensive
some personal setting changes... just more or less for me to not get lost.
- adds in additional effects for radiation poisoning (additional to classic radiation poisoning)
- locks a lot of buildings behind perks to slow progression
- food plants need water
- adds a new water pump which requires a worker
- locks a lot of containers (this is why theres world edits in it)
- changes various game settings to slow progression:
more crippling, harder vats, less hitpoints, less special points at start, less xp, everything is expensive while you get paid less
- changes and adds to some perks (without breaking any perks at the moment)
- requires encumbrance rebalance, resources from damn apocalypse and classic radiation poisoning 2
