LEGENDARY EFFECT OVERHAUL (LEO) IS REQUIRED.
Injects LEO Legendary Chips into vendor lists. At 1,000 caps (base value) each, these provide a reason to hoard/spend caps in the mid to late game. This adds the basic chips for crafting only, you'll still need to find your own legendary effect chips.
