Rifleman, Commando, Gunslinger, and Heavy Gunner now give all guns 5% increased damage per rank, instead of giving 20% for a specific weapon type.
Unique bonuses specific to that weapon type (such as increased pistol range with Gunslinger) remain, and heavy weapons with explosive damage still gain their 20% increase to that damage type per rank of Heavy Gunner.
Now you'll need all 20 perks to get double damage.

Technically, each perk gives 4% damage instead of 5%, with the final perk giving 19%. This is because each of the 4 perks stack multiplicatively. If I made it 25%, the end result would be 244% more damage with all perks. With 19%, all perks give 200.5% more damage. It also keeps that ~200 even along with multiple other multiplicative sources.
