Are you using any other mod that modifies settlement crafting? Try to check with FO4Edit for any conflicts if you can. I'll check with the latest file as well to see if there are any discrepancies.
Edit: It seems that it might indeed be incompatible for NG. I'll make a version for NG in a bit.
Edit 2: I made 2 new versions using NG version of the game. I don't know if that will fix it, but do try it. If it does, then it probably wasn't compatible. If it still won't work, there's probably some conflicts in your LO.
