Normally yes but you have to take into account the Nuclear Fallout radiation etc would have an effect on the material also who knows who had the money before you found it Raiders, Settlers, Supermutants your guess is as good as mine i tried to make it as lore friendly as possible and due to the fact the fallout would have hit the Uk also as we can guess from Alister Tenpenny in FO3 and his story so the dirt and color would vary depending on the natural and unnatural abuse it would have taken in over 200 years.
