looks like "no", as it replaces the whole interior of the apartment/staircase with a new cell.
but I just played around a little.... you can 'grab' and relocate the entrance door to Darlene's apartment, and move it into the new cell console: help "DarleneApartment303DoorRef" 4 prid <the form ID that you get with that search> moveto player and then move the door to a place of your liking in workshop mode
PS: I don't know whether this will persist (it should?), and ofc quest markers could be off.... but it appears to work as far as keeping an entrance to her apartment goes. (Or, you can teleport directly into her apartment ( 'coc VanessaApart303') - but if you only do that: when leaving you will be in the original staircase) I think the only other conflicts are when mods/quests put something in the 'old' location/staircase..... (iirc, I had a "rescue abducted settler" radial quest once going to that location)
God I LOVE this. Such a shame I can't get it working with Journey. I can fast travel from the apartment just not to it, wondering if that has something to do with the fact that the map marker called Lexington Apartments isn't actually the settlements location, so it won't count it as linked... curious if you have any wizardry workaround I could do?
Sure! The supply line seems to function, provisioner goes where they're supposed to etc., but the settlement and supply line don't appear on the supply line map. So it could be a conflict or a load order issue, i'm definitely not discounting that as a possibility, but my load order looks solid. Maybe a holdover from originally being just a player home?
Ok! I see what you mean now. I did rebuild this from scratch to be a full settlement so not a holdover from being a player home, but I do think it's probably because it's an interior cell settlement in entirety, no exterior build area. I'll see if I can sus out how to get one to show up for a bug fix. :)
Perfect ! Was so disappointed the first time I entered lexington apartments and only to find it to be the size of my kitchen and not claimable. This makes it the perfect player home in lexington that I always wanted. Put up speakers and radios from Extra Radios and tuned them to Olivia Overnight radio mod on the second floor. The atmosphere is impeccable now.

A much better implementation of a "home settlement" than Homeplate.
I bet the creator is a really awesome person too!
