um, idk, it just looks like you made them look like raiders, i would more than likely accidently kill them thinking they were raiders looking like they do.
perhaps the gear could have the blue esthetic applied to the vanilla clothing and armor, i have seen some mods that offer this, some are even wearing the gunner gear with the minutemen stencils embedded on the armor and also being dyed blue so that you know what and who your looking at, even down to their power armor variants.

I do not know if it is possible to make outfits depend on quest stages, but that would be nice. For example, even if you are level 50 but have only one settlement, your Minutemen would have low-level gear. But as you complete quests, such as 'Taking Independence,' now you have a more uniform and better-equipped Minutemen. Then, after 'Old Guns,' they get better weapons. In the last stage, when you start 'Form Ranks,' your Minutemen are equipped with the best of the best.
