I'd likely put these uniforms on hostile NPC's since The Red Army were the invaders and responsible for the glassing of the Commonwealth (I'm looking at you Zao) and The Minutemen are Historically a patriotic Pro-America "Defend the Commonwealth" Faction. I'd love to make a faction of Ghoulified PLA and USSR Comrades still trying to conquer their original targets. Admittedly only mostly for lore reasons but still a great mod.
