You should have used the automatic patcher to retain things like the game language. You can always edit the .acf file you copied manually and put the language items back in, but that's a lot harder.
Just gotta say, its funny there are three different downgrade mods in the mods of the month alone. Just goes to show how poorly Bethesda thought this update out.
when you chose restore, was there only 1 acf option or multiple? It can only restore whatever version of the ACF was there prior to you running this tool... So if you tried editing the ACF manually first for example, or patched multiple times, you would have to select the .acf modified prior to the date of the very first attempt at blocking the update.
You can try doing the steam verify files option if you still cannot get it to update.
The "Restore" option shows up only if you have backup ACF's created by this tool. If not, then it won't appear. Two directories up from your fallout install directory will be the .acf file , right click it and go to properties and untick readonly.
The appmanifest replacer is just fantastic, steam keeps resetting my update options and wont keep them as only when i play the game. This solved it, thank you
After using this, I still get the "script extender not updated" message from MO2. When I run it says that the game is patched. Any ideas where I'm going wrong?

PSA: If you're running the ACF Patch Tool and your game still shows as needing an update, please use v1.0.0.10 or newer
My recommendation

Reinstalled mod but can't find "restore instead of patch" to enable steam update.
Thanks so much for your "mods", I've been using your config tool since I started modding FO4 in 2018
