Are there any other requirements beside being level 15 or higher? Maybe a mod that conflicts? Does this need to be added to a new game, rather than an existing one? I have tried all the merchants, cleared the map of gunners and even resorted to the additem console command without the weapon showing up. Additem says the gun should be in inventory, but it doesn't actually work.
It uses an Automaton Asset. From all my testing, everything seems to be working. I have also had others test it and they are all able to find them on gunners and in shops. No other requirements though and the weapon is added to the lists via a script that runs once you start the game. The only thing i can think of is to make sure that you have waited 3 days somewhere in game to reset inventories and encounters.
Go to a shop after level 15. They also should be found on gunners. Diamond City will be your best bet as both the weapon vendor and the junk vendor will eventually sell them. If you went straight to diamond City after Install, wait 3 days for the shops to renew their inventory otherwise it won't show up
It leaves an area of effect on the initial contact that causes energy damage and slows what ever is inside it. Along with that once it hits something it will split into more bolts that slight track enemies. In New Austin all of this will be expanded on.
