My rig: AMD Phenom II x6 1100t @ 4.2GHz, 8 GB DDR3 @ 1766MHz 9-9-9-14 timings, AMD Radeon R9 390x @ 1150MHz core clock & 1700MHz Memory Clock, Game installed on decent quality 60GB SSD drive. I have not noticed any performance changes from this tweak! I get an average of 30-40 fps @ 1900 x 1200 Ultra with Reshade and some other graphical ini tweaks and texture mods.

Dude, i can't thank you enough.. you did what those damn bethesda guys should have done from the start... found a fix for one of the game's worst graphical issues.
I was highly disappointed with the game and with bethesda after seeing how unpolished the game is, taking into consideration how addicted i was to both F3 and FNV.
Tried with these settings and noticed the improvement immediately! Load times seem unaffected, but textures are much nicer now. Sometimes when transitioning into an outdoors area from inside a building (for example) the textures would be muddy still, but fast travel always results in proper textures on arrival. Overall a huge improvement to my play experience, thank you so much!
I have 8gb ram and 8gb vram, I can confirm 8192 fixed most texture issues. there are still some bad ones but they are minute. So I'm assuming the correct number is exactly half of your ram+vram as any other number I had put it would only load low res textures.
I've tried nearly every combination of the upgrade and degrade distances, tried with and without mixmapskip change to -1, tried with and without UpgradeDisabledMinSpeed = 6000 and UpdateTextureTime = 0.1, tried with and without bForceUpdate = 0; all of these things. Even tried using ENBoost alone and together with these tweaks, as well as the tweaks alone. My game vanilla would demonstrate significant pop in. With tweaking all the changes mentioned above for several days, the pop in stopped in some cases, but several textures go unloaded all together. The texture quality in it's current state makes my game nearly unplayable because I'm so aware of the problem now. I have an Alienware with an Nvidia GTX770, about 5 years old but still running smoothly with load heavy games like Witcher 3 and Total War. What am I doing wrong? I've been trying for over a week. Can someone with a similar system post their exact modifications to the ini file, perhaps even the whole thing so I can look for inconsistencies. The textures are driving me up a wall and I'm so ready to play the game at it's full graphical potential.
Are you sure the values from the second sticky post need to go in the fallout4.ini? i found exactly these lines with different values in the fallout4custom.ini, so that confuses me.
Hopefully somebody can help, it doesn't matter who answers. The issue I've been having is that my skin texture will randomly go lowrez. It happens as soon as I leave Sanctuary. I have no idea why this is, but the skin texture will go low rez. Using this method helped with textures in the worldspace, however I still get this irritating bug with my body skin textures. Does anybody know what the issue might be, or a fix? I'm using FSM body textures.

I didn't change any page file setting in windows. So I found that I can sometimes bring the textures back high res again if I'm using an all body covering outfit (Like Nox outfit), sometimes if I put it on and take it off, the high res body textures will come back, and sometimes they wont. Sometimes if I wear an all body covering outfit and save, then reload the save and take off the armor, the highres body textures will come back. I'm not sure if knowing that info helps or not.
are you using any enboost settings ? its been a long time , but it has a memory override in its settings , cannot remeber if its built into regular enb or not.
is there a VideoMemorySizeMb in your enblocal.ini ?

I've never seen a "FATAL ERROR" until I started using this. Now I can count on Fatal Error message CTDs around every corner, in every workbench, all the time periodically throughout my game. Ceasing to use these edits guarantees my game stability but also the textures get stuck as blurry a lot. I can only assume these edits are incompatible with Buffout 4 or some other fixes mod, tho I highly doubt I will ever know anything for sure or anyone will ever be able to make me understands this whack issue.
and delete the "bForceUpdateDiffuseOnly=0 " line and now it is not tying up after area loads at all. I am once again CTD free with a load order that should prolly not be. lol And am super happy with the texture load. I really really don't understand this stuff or why that worked for me tho.

Edit: There is less blurry texture issues than usual with no noticeable loss in peformance :) In heavier areas sure it stops for a moment, but it's not like a constant stutter. I read that changing the update time to 1.0 is probably better

I had to completely remove the ITexMipmapSkip=-1 and keep the rest for it to work, but it works, and you just made my day.. I have been searching for a fix for more than a week now..
Sorry but ive tried all these dumb fixes and the only thing that fixes it, is save exit to main menu after you entered a new cell (loading screen). Then just load the game again.
That is a separate issue related to precombines. This mod changes low res pop in distance. If I am confused and you really are referring to this then go and try adjusting your ForceVideoMemorySize in your enb config. There are many topics about this if you google "fallout 4 ENB ForceVideoMemorySize low res texture issue." Also there is some discussion below in the comments here.
These ini parameters have been the only thing that works for me so far but they killed my load times and FPS.

found the setting for displacement maps, i was still getting textures popping on brick walls

I could tell you what my game has went through to try and fix this problem, but it would take all day.
No more texture pop ins, i was expecting some impact on performance, but nothing out of the ordinary so far.
