In older version (0.5), the recipes were included in the Utility category of the Chemistry Station. This version is kept as an optional file.

I have recently returned to Sanctuary Hills again. (Needless to say, I saw the new "Fallout" series on Amazon. I generally enjoyed it, although there is a great deal of room for debate on all points).
Aside from that, some years ago I made a couple of little mods about military uniforms. This texture, salvaged from an old PC, is probably one of the resources I made as part of that but never used. Satojomov Fatigues Pack included a JGSDF Type 2 camo skin, which was apparently intended to be worn with it.
"Japanese Army Helmet" is a simple vanilla Army helmet retexture. Well, though, it is a reasonable inference to imagine the JGSDF in the Fallout universe using a helmet of roughly the same type as the US Army in combination with their own camo cover.
