New enemy NPCs? New Factions? New Quests? New Armors? or is this just a PA paint Job? A little more information might help sell this a little better... :)
Got to Concord and was met by hostile black templars who overlapped with the first raider group. No weird sounds or troll noises or anything, just otherwise normal spawns with 40k armor. Was doing near-zero damage against them and got 1-shot on normal difficulty, which - fair, they're space marines in power armor. But I am now mostly softlocked from the main quest.
That's not all, another issue is happening where every mob I'm encountering is MUCH harder to kill than they should be (green bloatflies outside of sanctuary 2-shoting me and taking >30 shots from 10mm). My modlist is at >100 though, so I'm not 100% confident it's this mod messing with the npc level lists. Still testing. Further testing completed! This mod isn't what's causing this problem.
Well, I didn't make this mod for new games. Plus I have the Cheat Terminal Mod.
Also, the whole thing with adding to leveled lists/characters is because there is no way to copy use info from one object to another, and manually placing them wherever all those raiders are placed would take ages.
