First off it was more than likely the one who razor bladed his fellow recruits boot. He sat back an refused to help Knight Titus even though he was a complete tool to begin with. He took the PA knowing he had not raining or right to even be in it and had no idea how to use it effectively and lastly he just basically comes off a s moron. Fallout in general has some pretty ridiculous characters for its no wonder most in this series will cause you to be continuously facepalming a lot as you move along through it if you can,
Other than all that it is way better than the news from the stupid world that we now inhabit.
firstly, he put a razor in the boot of the squire (his "friend") selected to serve the knight because he wasn't bright enough to get the position himself on merit. The woman who he crippled in order to take her place was worthy where he was not because she earned it and was always a good friend to him, looking after him when he was picked on because he was overly aggressive to his other initiates.
secondly, he killed his knight to steal the Brotherhood power armour. Granted the Knight had a terrible personality, but he was a knight, and if hed served that knight well he would eventually have risen in time, as is the way, but the initiate chose to be shortcutting and ingratiating and it didnt work out.
Thirdly, he can't even use the power armour. because he's never been trained in its use. And even if he had been, he would have failed the tests. The Brotherhood is a meritocracy, and he failed at being meritorious
Watch the last episode, his friend told him that he put the razors in his own boot and didn't realize that Maximus would get blamed for it. He was scared to go out, and was sorry Maximus got blamed.
He did help Knight Titus. He killed the yao guai that Titus ran from and was being attacked by; then Knight Titus said he was going to have Maximus killed and blamed Maximus for his injuries, so Maximus didn't help him anymore. He would have been an idiot too.
He took the power armor because Titus' threats convinced him that if he came back with a dead knight and an incomplete mission, he'd be killed. He took the armor to complete the mission, which he succeeded at.
Maximus is an idiot among assholes in the BoS. And don't get me started on how they already fucked up the BoS. Now if he's good or bad, meh honestly a product of the world; the writing of the show makes him seem bad when he's honestly stumbling around as he's an idiot and incompetent. He has plot armor along with Lucy and that's that.
You guys need to really watch the whole thing, about 3 times if you think Maximus is a snake. You obviously missed his character path the first time around.
Confused? Sure. Conflicted? Most definitely. A Snake? Nah
He owns up for things he had no part in (i.e. the razor boot incident). He doesn't rat out his comrades and doesn't leave Lucy high and dry when she frees him. As for the cowardly Knight he was the squire to? He probably did him a favor letting him die.
Added: I guess I should probably shut up. I didn't realize everybody didn't have access to all 8 episodes at once.

Titus found that he wasn't.
Re-watch the last episode. I think you missed some major plot points...
they did it to themselves.
Mr. "Ooh! Let me just ditch my T-60 power armor here right in front of a vault in broad daylight so anyone can steal it instead of camouflaging it!"
