New: If SKK476OpenWorld.esp is installed add SKK_476NoDisable to Fence actor protect from removal.

UPDATE NOTES: this update is transparent, can install in an active savegame (just scrap room 3 stuff if already unlocked).
Fix: Fence barter menu values refresh instantly on LL change.
Fix: Enable Room 3 soviet content when room unlocked.
