I did not make these textures. They were made by LibertyBull for his mod MNO - Minutement NCR Overhaul. This mod is simply a patch to make the textures appear correctly. In his mod, he forgot to add the BGSM files so that when you applied the paint to the power armor, it would actually visually apply it. Normally in his mod, it applies the vanilla paint job even though it was supposed to apply the textures seen in the screenshot.
