Well yes, ACP may be a more precise name but impossible to tell from vanilla silhouette (seeing as some revolvers used ACP) so why not just accept it? And F04 uses the same bullet case for 10mm anyway. What you're seeing is FO4's deliberate vagueness of "38" instead of getting bogged down in varieties. That's a rabbit hole which often made FNV annoying - hence why FO4 mostly returned to FO3's generic approach.
