The Institute Standard Assault Rifle (INSAR) was developed after the failings of the IER-1 laser rifle began to affect synth mission performance. Low reliability, insufficient power output, and a tendency to overheat disadvantaged the weapon when compared to the pre-war AER-9; subsequently, the Institute Advanced Systems division was tasked with integrating the advantages of their own cutting-edge materials science with the versatile AER platform. After a tenuous and expensive development process, the INSAR was first deployed to Courser teams in 2280 with outstanding performance. It came at a cost: an enormous price tag-- so although it was by all means a superior platform, mass production proved to be a difficult, if not impossible hurdle to overcome. As of 2286, the last biannual Institute organization-wide evaluation, the INSAR made up only five percent of actively deployed weapon systems. Its rarity and lethality make it a legendary prize among wastelanders, who were last privy to its effectiveness at University Point. Some models have fallen into the hands of groups like the Gunners; but given their insufficient level of manufacturing expertise, a majority of Institute components (i.e. CIT Spec) have been replaced with readily available equivalents from scrapped AER-9s.
I hope you all enjoy this! It took a long time to get it working in game but was well worth the effort.

It should spawn on Synths and some high level Gunners.
