Hi! Good question! This is actually a martial plot, but I think it can only be built in an outpost - a SS2 chapter 3 mechanic (unless you cheat unlock all building plan types).
(Making outpost plots was one of the requirements for the Plotapalooza contest, which this is an entry for. We have several regular clinics in our main addon pack - Wasteland Venturers).

This mod only has one plot, it is separate from our other building plan mods since it was made as an entry to an SS2 building plan contest held in mid March.
