Problem... Concrete Bags not stacking on ground, half buried in ground. it's only an extremely minor visual problem.
Reason... .Mesh nif is wrong way around, compared to Vanilla Concrete Bag. It's standing up, yours is lying down.
Easy Fix... Load the Vanilla Concrete Bag, and then your Bag into Outfit Studio, and rotate your Bag to match the Vanilla Bag. Then delete the Vanilla Concrete Bag...
Then save as .nif over your Cement_Bag.nif
You can't rescale it in Outfit Studio, as you know. As it does not rescale the Hit Boxes in Outfit Studio.
I checked it at the Train Station near Tenpines Bluff, aka Bedford Station. As the 2 Bags of Cement respawn after going a few cells in any direction.
They don't stack perfectly, as they are not the same size and Hit Box Sizes, and are replacers. But it's close enough...
I've already fixed mine, I've come across many Cement Bags, all are fixed in my tweaked version, using the above method.

Your Mesh... Meshes\Omega4D2\Items\Cement_Bag.nif
Vanilla Mesh ... BAE Extracted... Meshes\Props\CementBag.nif
Great mod, I used to haul them around on building sites for Years... :)
